how to get ammeter if your only given resistances

without any power source(cell/ battery ) you can not find out what it is , but you can always use a screwdriver and open it and see how its circuit is made if meter and internal resistance(the one inside meter) are connected in parallel then it is ammeter if they are connected in series( end to end connection) it is voltmeter .

If provided the internal resistance of a meter, an ammeter can be constructed by adding "shunt" resistors. For example if a shunt resistor equal to the internal resistance is connected in parallel (as shunts are) the fulls scale reading for current has doubled in its value. (a 1 ma. meter can now read 2 ma at full scale.
