So I got 31. 8......so then I thought if I round it I will get 32..?

not exactly
to get the median you put the numbers in numerical order and count off/calculate the middle
without the outliners mean do not include 4 or 82
so you have 30, 31, 32, 33, 33
there are 5 entries  the middle is the 3rd entry  so 32
