Beats cannot be produced when the two sounds have the same frequency.
The phenomenon of periodic increase and decrease of the resultant sound when two sounds of slightly different in frequency are sounded together is called beats. 
One increase and one decrease is called one beat. 
The number of beats heard per second is equal to the difference in their frequencies.
