b. x = 3; the diver hits the water 3 feet away horizontally from the board

c. x = 10; the diver jumps in the pool at 10 feet per second

It's b. You have to factor this first to find the roots, which is where x = 0. When you factor this you get (x+10)(x-3). Setting those equal to 0, you get that x = -10 and x = 3. ONly the positive distance will work. And the problem tells you that the x represents the horizontal distance the diver is away from the board.
