When x=1, the value of the function (according to the graph) is y=-3. Likewise, when x=3, they value of the function is y=1. Furthermore, the concept of average rate of change is analogous to the concept of slope. If you can find the slope of the line connecting the points (1,-3) and (3,1), you will have found your average rate of change. Can you take things from here? :-)
