ahh ! Your approach is correct but i think you missed some facts. Water is denser than air. So the light is moving from rarer to denser

Recall what i said in my two points in ur last question. When light travels from less dense (rarer) to denser medium, it bends towards the normal ray. Option D shows a ray which is bent away from the normal ray.
