Romeo is telling Juliet that they can only be happy if they leave the "dull earth" and escape somewhere else together. Romeo is trying to escape from Benvolio and Mercutio's teasing. Romeo's world has turned inside-out: his unrequited love for Rosaline has been replaced by the mutual love with Juliet.
