you have a square base of 8 by 8. So the area of this base will be 8², which is equivalent to 64. You have the height of 23, but you are only using 1/3 of the square-height of 23 inches, so 8 × 8 × 23 × 1/3 = 490.6666 ≈ 491 (square vs your pyramid ─ just like a cylinder vs a cone)
