well the actual point on the graph would be (4,0) So if you graphed that the line would be going straight up or else it would be part of the x axis and that wouldn't make sense

x=4 is another way to say the coordinate point (4,0). Then you would go to that point on the graph and im not really sure why you make the line vertical but thats just how t is. i guess because if you make it vertical, it will be on top of the x axis and that would be really confusing so yea
