Since the equation is y=3x-13 we know that we can start the line at 13 on the y axis. Then you can use the slope of 3 to continue the line.

y=-13+3x is the same as y=3x-13. follow the equation y=mx+b. m= slope. b= y intercept. so first you have to graph the y intercept -13 then do the slope which is rise/run. so rise 3 run 1.
