Can someone please explain this quote? Like connect to how it relates to something in the past or something today? "We in America do not have government by the majority. We have government by the majority who participate."
This quote is by Thomas Jefferson he means that in order for a government which is essentially run by the people, hence America being a democracy that the people actually have to participate in it. Like now a days 100% of people in America have a say in how the country should be run but only a few percent of the people that voice their opinions actually vote or take part in expressing their views.
What does this have to do with the past?

I would think that in the past, the same thing applied.....women were not part of government for a long time. You can also, find other groups of people that were also, not part of the process because they were intentionally excluded by those in power.
Another example would be African Americans. The government claimed to be for the people but as slaves blacks had little say, and were mostly excluded from the government until the very late 18 hundreds.
