Well, it is just saying that the election only considers people who vote. (so exclude all those that don't/can't vote) I don't really understand what exactly you are looking for ....
Our teacher wants this: You will use a real life event of a non-personal nature to further illustrate your point. This can be something you have heard in the news, read, or remember from the past. It does not necessarily have to be something current, but it must demonstrate how the quote relates to Texas politics and/or government. @SolomonZelman I don't know how to further explain it..
