There are not enough jails, not enough police, not enough courts to enforce a law not supported by the people. Can someone please explain this quote? Thanks!

Think about it... If a law is not supported by the PEOPLE how would there be enough PEOPLE to enforce it? The people run the jails, courts, and police officers are people just the same. So how can there be enough people if there are no people?
