What is not a characteristic of rhetoric? A. It is presenting facts and opinions persuasively. B. It is a combination of what is said and how it is said. C. It is the art of making a good argument. D. It is limited to public speaking.

Don't you think A and C are quite similar? If they are both true, or both false, then the answer could only be B or D. Hope this helps!

D doesn't make sense, as it's impossible for a "type of speak" to be limited to only a certain setting (dependent on what's in question, of course; but generally so), so that would your answer. :)
