It seems to me, that the question is asking for evidence supporting the "counterclaim" which is those people anti to drivers under 18.

Let's do this through an elimination process.

Definitely NOT d, because that's in favor of the opposite side.

C seems pretty reasonable, BUT it's argument is not as strong as A.

I don't understand what B is?

A seems most likely to me, as @JJ-BEAR-NEEDS-HELP had previously mentioned.
