I noticed I put this in a wrong section LOL xD
This is the topic of economics and american history so you got the section right:) Labor units were fighting for minimum wage and better working conditions. No permission to use the women and children, and for that the people who work have to be skillful and qualified - saying `with degree` workers.
Oh I thought ity is history... well the section is incorrect, but anyway...
You see the difference, this is on the economical topic of any unskillful worker ▬▬> small wage VS Skillful worker ▬▬> minimum wage (has to be paid) , saying that the wage should be higher.

btw, when it comes to goods, this is like this: Skillful labor --> goods expensive to produce, --> quality and expensive goods. Not skilful labor --> unexpensive to produce goods, -->cheap and not-quality goods
