there are four categories... given also the percent share for each category: (1) bachelor's degree or higher = 8% (2) some college or associate degree = 38% (3) HS graduate = 29% (4) less than HS graduate = 25% all in all equivalent to 100%... categories (3) and (4) never attended college... it is equal to 29+25 or 54% or 0.54... so the number of population who have not attended college is 0.54 x 27 million...
