Foot soal i think has thicker epidermal layer which is composed of dead cells, so it feels more robust or tough.

Thighs and coxa region (bums) have more subcutaneous layer, so it appears chubby. I don know if the question is asking stricly for epidermal layer or what ! Skin ---- > i think is epidermal layer.
