i know that the slope will be -1/3 but i want to know how to find b.

\[f(0)= 3(0)+1=1\]
If the point is (3,1) notice how Y is equal to 1.
Now notice how the y-intercept is also equal to 1.
Basically, all you do do is flip it to -3x+3
make it negative, and change it to addition.
\[y=-3x+3=1\]
