Complex roots have conjugate roots as well. Since we know 1+3i is a root, we know 1-3i is also a root. You know all the roots, so multiply them by each other. (x-2)(x+4)(x-1-3i)(x-1+3i) should give you your answer.

I usually just distribute the whole thing. It doesn't really matter either way.
