Figurative language is language that uses words and expressions that are not literal. Obviously the people protesting are not actually bees, but you can use figurative language to make it seem that way. Say we didn't have the picture of the protesters, we could picture them "swarming" around the City Hall as if they were bees. The literary device they used was a metaphor.
