In debate, a claim is a state or assert that something is the case, typically without providing evidence or proof and a counterclaim would be the opposite of the claim- what the other side of the issue would claim. Being able to argue both sides of the issue shows that you really understand the issue well and can help you better see where the weak points in the other side's arguments might be.
