What determines whether a charged object gains or loses electrons?

are you asking about an object that's already charged, or a neutral object that becomes charged?

The polarity of the charged object, if it is negative - it gained electrons so that they exceed the number of protons. If it is positive, it has had a loss of electron(s) so that the positive protons exceed the electrons .
