maybe start by asking them to count number of pies,
if they get back saying 3 and half, ask them to represent it as a single rational number or something...

I think they need to know about proper fractions like : 1/2, 1/3, 1/4 etc...  before seriously learning rational numbers...

may use this to show them how we can divide "1" into several parts and what exactly a ratio of two integers represents....
