yes it can, for example when you jump up you initially have an upwards acceleration but than almost immediately afterwards the direction of your acceleration changes to downwards, but your body is still moving upwards for some short period of time

Yes, when you talk about motion you may want to next time try to be a little more specific, are you making reference to the speed or velocity? For example the Pioneer 10 and pioneer 11 space probes are currently experiencing a negative acceleration towards our sun, yet still maintain a velocity of over 10,000 MPH
