no? I turned 18 a few months ago so I have first hand experience. Let me break it down for you. Literacy tests are illegal. You can always be independent so you do not HAVE to register for a political party. There are a lot of people who do not have a high school diploma who can vote. But if you commit a felony in some states you can no longer vote.
