It would either be B or C... not A! If you are informed about your topic the chances of persuading your audience is much greater and your speech will be of higher quality which makes me tend to think it would be B. But C will cause your speech to have a higher chance of being well received and more effective in terms of delivery. Considering how subjective C can be, I think B is the right answer.
