Relative frequency is the times something happens divided by the total outcomes. My eyes are not great, but it appears to me there were 20 outcomes.

It appears to me that 6 times it was between 35 and 39. That is something happening. So relative frequency is times something happens divided by total outcomes. You now have both numbers. I assume you can do the math.
