Reduce rest intervals - giving the muscles less time to recover before exposing them to further work has the effect of increasing intensity. So the amount of time spent on the workout would be your answer. Don't take so many trips to the water fountain or "resting". Rest when absolutely needed but you're going to build much more muscle and have a much greater intensity to your workout by adding or just using your time wisely.
