Based on the graph and your knowledge of U.S. history, how did the decade from 1850 to 1860 change Philadelphia? It brought waves of new people seeking work, who demanded housing and services. It brought waves of new immigrants, who disliked the city and left before the 1900s. It saw increased growth due to people leaving farms and resulted in greater skilled labor. It saw increased growth in manufacturing and resulted in a more stable social structure.

Well yes it could be D. I change my mind, D. Becuase of the population increasing, it will provide more manufacturing. And based with more Manufacturing, it will make a more stable Economy and social structure.
Well, I did a small research and plus a bit from what I know, From 1850-1860 there was a new development (so to speak) which was a 'horse-car', lots of cotton (more than 4000 bales) arrived to Philadelphia, and about a 35% increase in the population. I would choose D, based on the cotton bales that arrived and the population increase.
