Based on the graph and your knowledge of U.S. history, how did the decade from 1850 to 1860 change Philadelphia?

Well yes it could be D. I change my mind, D. Becuase of the population increasing, it will provide more manufacturing. And based with more Manufacturing, it will make a more stable Economy and social structure.

Well, I did a small research and plus a bit from what I know,

From 1850-1860 there was a new development (so to speak) which was a 'horse-car', lots of cotton (more than 4000 bales) arrived to Philadelphia, and about a 35% increase in the population.

I would choose D, based on the cotton bales that arrived and the population increase.
