solve the second equation for y. Get everything on one side of the equals sign away from just the plain old y. Let's see what that gives us.

That gives us -28y = -32x - 36, or you can get rid of all those negatives by changing the signs on everything to 28y = 32x + 36. Then dividing by 28 gives you the y alone: y = 32/28x + 36/28. Now let's do the simplifying: y = 8/7x + 9/7

First solve for y (so it is just plain no negative sign or coefficient: 32x - 48y = -36 Then the coefficient on x will be the slope. Iff this is negative inverse of the slope of the other line, then this is perpendicular.
