A blockade of Southern ports Because The Union set up a Naval blockade to stop the crappy amount of supplies and resources the South was actually getting. That is kind of a trick question because the British helped the Union set this up so it could have been either of those. Virginia's failure to secede from the Union didn't have much to do with it other than the fact it was the Union's launch pad for the entire war. So A
