so far, cannot be D. Slope of perpendicular is inverse and negative original slop = 8/3 perp. slope = -3/8
now you know m= -3/8, use point slope form y-y1 = m(x-x1), with given point at (-2,3)
y-3= (-3/8)(x+2)
answer B is correct
