Considering the map above, how might the organization of the Holy Roman Empire have made the empire difficult to control? Individual territories had allegiances to other countries, making disputes within the empire more likely. Territories with access to the sea became wealthier and grew larger and more powerful than their landlocked neighbors. The control of lands by non-Germans increased German nationalist sentiments, making conflict more likely. The presence of small territories on France's border encouraged the French to invade the empire often.
