Thats correct, that shows that it is not a reflection.

To see if it is a rotation, bisect any two lines and measure the angle between them. Then bisect a different pair and see if the angle between is similar

you know what, if you cant bisect you can simply find the mid points, same thing. So like for line DH (-2,4) and for FG is (1,4) you can straight lines at their mid points. The lines will meet at around (1,7) measure that angle then do the same for lines DH and EI nd see if the angle is similar...

Looks like the DEF is shifted to the right, so that it's very end is touching the end of HIG, and then it is    'MIRRORED' / reflected     across y=4
