The rate of change is just what it says. The rate the height of the plant is changing. Since it is an average rate of change, it would be the average change per day over the length of the study...
Part b?
For product a: 12500(0.82) times year 2 would be 12500(0.82)^2 would be 12500(1.62)=20,250 so therefore it would be increasing Product a has the highest percentage
