How many library owners must be polled to be certain that at least two owners have the same number of books in their libraries? A. 203 owners B. 202 owners C. 200 owners D. 201 owners

How many values are in [50, 250]? The square bracket means including the end points. The question says "at least 50" and "at most 250," so clearly both 50, and 250 are possible answers to "How many books do you have?"

50, and 250 are possible numbers of books. The other possible numbers are the numbers between 50 and 250. If you interview 201 libraries, the could be a library to each possible number, so you need one more to be certain that there are 2 the same.
