Your turning point would be your vertex -also known as (h,k). The original equation looks like - F(x)=a(x-h) +k

Well you need to get rid of that 3 sticking on the parenthesis so I would multiply everything in the parenthesis by 3. This would give you T(x)= (3x-6) + 8 Looking at that your turning point would be (6,8).
