It is C. You can cross out A and D right off the bat, cause they are literal, when this is figurative. It may make people feel like they are sinking into a bottomless pit, but in the end, it is a contrast to 'solid rock' which shows solidarity of protecting against discrimination, and quicksand is allowing people to be treated unfairly.
