I thinks its either c or d because people had the right to bargain what they collected and they did have a minimum wage of laws there were certain laws that had more power idk I tried to help

I choose a, because unions means that the works are skilled and they go over some training to get the job. This makes the worker's work expensive (and also more qualified which lead to better good)
