The numerator of a fraction is ramdomly selected from the set {1, 3, 5, 7, 9} and the denominator is selected from the set {1, 3, 5, 7, 9}. What is the probability that the decimal representation of the resulting fraction is not a terminating decimal? Express your answer as a common fraction.
