He believed in the importance of state sovereignty. He had a foreign policy that favored Great Britain. He did not believe presidents ought to have a third term. He believed the federal government needed more power.

Well I know that he didn't want to serve more than one term.. but reference to the growing country could mean that the government would need more power to control all of that area.
