is pollution a scarce good

yes ...... we know that when demand of a good excedes its availability then that good becomes scares,so let in any case we want pollution{eg. in wars.. we may spread pollutants to affect the enimies] but let its availability is low as compared to it requirement than in such a case pollution becomes scarce good.But in general term pollution is not scarce as we never demand it but in economic's language it can be scarce as we do not care for morals and ethics in economics
