It did bring in "settlers" but only in a loose term. Essentially it gave wealthy people land in exchange for bringing in new indentured servants (which are people with debt trying to pay it off to become free). This limited the amount of land available for these servants when their term of servitude expired, leaving them landless and unable to vote. It eventually lead to conflict, which arguably, helped precipitate The Revolution.
