19 amendment 1. The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of sex. 1. The 17 amendment refers to the election of senators. Before this amendment the senators were appointed by the state legislatures. It was designed this way to guard the states rights.
