All you need to do to find the answer to part A is this: -15 ÷ 5 = That would give you the exact answer, but I am not really sure if you might actually want an average.

Part B: -15 ÷ 5 = -3. This means that the temperature changed by -3 degrees every week, in other words, the temperature decreased by 3 degrees every week.
