Work from the inside out. 1. (x+7) this shifts all x values left 7 units. 2. (...)^2 the squared then describes a parabola. 3. 2(...) the 2 coefficient steepns the parabola 4. the -7 shifts the graph down 7 units.

oh sorry, didnt read the question, so you want to shift graph 7 left, steepen it by factor 2, and shift it down 7 units, since you started with x^2 haha sorry shoudl learn to read xD
