(-4,0) is an ordered pair that move left from the origin, (0,0), that is also along the x axis. The x coordinate is -4, because to the left of the origin is the x-axis negative numbers. Then y coordinate is 0, because it says to stay on the x-axis, and staying on the x-axis makes it 0.
