It really depends on the type of web site.  There are lots of great ones, but the layout that best suits one topic will not nessisarily work well for another.

I would find reviews like this: http://www.parenting.com/blogs/mom-congress/melissa-taylor/10-best-educational-websites-kids-are-free Or ones more along the level of education you are interested in. Then I would look at each site for the features and design you find most useful.
