yes we can, although PE usually consider vertical displacement such as \[PE=mgh\]where the "mg" part refers to the Weight (equivalent to a Force) and height h is the vertical displacement where a similar Work is being made... Work is defined force times distance... can be applied in any direction... in most cases... \[\Delta W=-mg~\Delta h\]
